Urban Renewal Agency opens call for projects

The Phoenix building is one of several projects that received Urban Renewal funding. Urban Renewal funding will allow building owner John Howard to remove the tin currently wrapped around the building and restore much of the facade to imitate its original artistry. The building will also be gaining a 6-foot clock that will face the Adams Avenue-Depot Street intersection and a flagpole on the roof. The URA will be accepting applications for funding for the next fiscal year until March 31. (PHIL BULLOCK/The Observer)

The La Grande Urban Renewal Agency will begin accepting applications for project funding assistance Tuesday.

Applications will be accepted until 5 p.m. March 31.

To be considered for Urban Renewal funding, projects must be located within the Urban Renewal District, apply to physical building or site improvements (generally limited to exterior improvements) and be ready to be constructed during the next fiscal year. Funding is limited to the amount budgeted by the URA. Officials say this will likely be a competitive round of funding and there is no guarantee all qualified applicants will receive funding.

Funding for projects is capped at 50 percent of the total project cost, up to $75,000. Funding is on a reimbursement basis only and will require and agreement between the applicant and the URA prior to project start.

Those looking to make building facade improvements or those with total project values of less than $15,000 should contact the URA before submitting an application as there may be more appropriate funding available for these projects.

Only the official URA “Project Intake Form” will be accepted. In addition to the application, applicants are encouraged to submit project site plans, renderings, photos, etc., that visually describe the project; written narrative that provides a detailed explanation of the project; and statements that speak to the competitiveness of the project relevant to the program policy’s preferences.

Applicants should be prepared to present their project funding request to a joint public meeting of the Urban Renewal Advisory Commission and the La Grande Urban Renewal Agency/City Council at 6 p.m. April 14 at
La Grande City Hall, 1000 Adams Ave. This meeting date is subject to change. Applicants will be notified in writing of the scheduled meeting date. Applicants may also be asked to present their request in one or more additional public meetings. All submitted materials are considered public documents unless the applicant clearly denotes confidential materials.

Questions should be directed to Charlie Mitchell, community and economic development director, at 541-962-1307 or This e-mail address is being protected from spam bots, you need JavaScript enabled to view it
