Small companies can benefit from ODOT contracting program

To help promote small businesses, the Oregon Department of Transportation’s Procurement Office has created the Small Contracting Program for Construction.

 The goal of the program is to increase economic opportunities for Oregon workers and businesses, diversify the size of companies that are awarded ODOT construction contracts and boost participation in transportation projects.

To do this, a selection of ODOT construction projects valued at $100,000 or less have been set aside for this program. Only contractors who have pre-qualified under the Small Contracting Program for Construction will be eligible for these contracts.

Depending upon the number of contractors pre-qualified for a given construction work type, consideration may be given to whether the contractors have existing contracts as a prime with ODOT.

Final selection and award for each SPC opportunity shall be based on lowest responsive, responsible bid.

To be considered for contracts in this program companies must sign up and be prequalified.

A Request for Qualifications form to participate in the program is posted the Oregon Procurement Information Network Web site, at http://orpin.oregon.gov/open.dll/ , and on the ODOT Procurement Office - Construction website at www.oregon.gov/ODOT/CS/CONSTRUCTION/.

The RFQ consists of a short pre-qualification form that requests basic information about the construction company, including its location, employees and experience.

Contractors may pre-qualify by completing the RFQ process at any time to be included in the selection pool for future program contract bidding opportunities.

Listed below are examples of potential projects that may be bid in the near future in Eastern Oregon under the Small Contracting Program for Construction. This listing is for reference only and does not represent all possible projects; total scope of work; or a guarantee the projects will be let for bidding.

Listed below is a sample listing of potential ODOT eastern Oregon area projects in this program.

Union County — ODOT La Grande Truck Shop building repairs/upgrades: parking lot crack sealing and resurfacing; exterior painting; chain link fence (gate) repairs.

ODOT Region 5 Headquarters building maintenance: heat pump replacements; re-sealing exterior skylights; landscape work; interior lighting upgrades; miscellaneous. building maintenance.

Malheur County — ODOT Basque Maintenance Station: kitchen remodel; general repairs/maintenance.

Morrow County — ODOT Spray Sand Shed: painting; siding repair/replacement; general building maintenance.

Umatilla County — Deadman's Pass Safety Rest Area Upgrades: stump removal; irrigation upgrades; fencing; general landscape work; curb/sidewalk upgrades; painting preparation; exterior painting.

ODOT Umatilla Sand Sheds: roof repair/replacement; painting; siding repair /replacement; general building maintenance.

ODOT Weston Sand Shed: siding repair /replacement; general building maintenance.

Other Eastern Oregon projects — ODOT Sand Shed and maintenance building upgrades: roof repair/replacement (metal, 3-Tab shingles, and/or roof tile systems); exterior painting; siding repair/replacement; general building maintenance.
