County board will vote on amendment to local land use plan
An amendment that would allow Union County to adopt state-mandated land use regulations into the local land use plan without public hearings will get a second reading and be put to a vote during Wednesday’s Union County board of commissioners meeting.
The amendment to the local land use plan adds an Oregon Administrative Rule that allows local governments to adopt changes to Oregon Revised Statutes, Oregon Administrative Rules and Statewide Planning Goals without public hearings, if the only effect of the proposed changes is to conform comprehensive plans or land use regulations to the new state requirements.
The county is seeking the amendment for several reasons, including that there is no local opportunity to amend or change state statutes, rules or goals that direct land use decisions. The county says the costs of advertising and holding pubic hearings on matters that have already been decided at the state level can be avoided.
Union County submitted the amendment application in February and the county planning commission held a hearing on it and recommended approval in March.
Consideration of the land use amendment is slated to take place at 10 a.m. during Wednesday’s meeting in the commissioner’s conference room, 1106 K Ave.
The meeting opens at 9 a.m. with public comments and concerns.
Under that agenda item, the board is slated to meet with Steve Combs of the Fireworks Committee, and Curt Mattson of the United States Department of Agriculture.
Mattson will give an update on the local predator control program.
Under elected official, department head and employee comments, the board will meet with Scott Hartell of the planning department about a correction in a court order legal description, and also with Public Works Director Doug Wright to talk about a fund exchange agreement amendment and sale of surplus items.
Under administrative matters, the board will consider:
• An unanticipated funds court order.
• The 2011-12 audit agreement
• The 2011-12 solid waste audit agreement
• An amendment to a labor contract.
