The Elgin Political Action Committee took another step forward in its
effort to recall Mayor John Stover on Thursday, formally submitting a
petition bearing the signatures of 133 city residents.
The paperwork was turned in at Elgin City Hall and will be forwarded from there to Union County Clerk Robin Church. Church’s office will validate the signatures. If the signatures are verified, Stover will have five days to decide how to respond. He could resign or write a rebuttal for the ballot.An attempt to reach Stover for comment Friday morning was unsuccessful. The PAC needs 95 verified signatures for the recall to proceed. Polly Parsons of the group said she is confident Church will have no problem validating that many. The recall effort stems from a long-brewing controversy over Elgin police department issues that came to a head Aug. 1, when Officer Erik Kilpatrick shot Elgin resident Richard Shafer to death in the midst of a domestic disturbance call. A grand jury ruled the shooting justified, but outrage over that incident plus a host of other police performance issues poured out in subsequent public meetings. The PAC blames Stover for the city’s law enforcement troubles. |
