OPEN LG COUNCIL SEAT DRAWS 3 CANDIDATES

By Ray Linker

Observer Staff Writer

One of the five seats up for grabs on the La Grande City Council will have a contested race in the May 21 primary. Two other positions will be contested in November.

Three people have filed for Position 5, being vacated by Doyle Slater: perennial candidate Bill Hays, planning commission chairman Gary Lillard and attorney Cory Larvik. The top two vote-getters in the May 21 primary advance to general election on Nov. 5

Tuesday was the deadline for candidates to return petitions to City Recorder Sandy Lund.

Two other positions have only two candidates each, including the incumbents, so their names will appear on the November ballot only.

Joel Goldstein, who holds Position 6, is being challenged by Mary Ann Miesner, who would resign from the school board if elected to the council.

Incumbent Steve Clements faces Sharon Dykes in the Position 7 race.

Position 5 Candidates

Lillard is chairman of the citys planning commission, on which he has served since 1995. He works at the La Grande Child Care Center.

Larvik, who graduated from Eastern Oregon University with a bachelors degree in English and writing and from the University of Oregon Law School in 1998, joined the law firm of Mautz, Baum & OHanlon in May. He worked in law practices in Portland and in Hillsboro before returning to La Grande, where he grew up.

Hays, who is retired, has run for the state Senate, the Union County Board of Commissioners (three times) and the city council in 1998 and 1999. He has been on the citys Landscape and Forestry Commission. Hays lost to Goldstein in the 1998 primary for a council position.

Position 6 Candidates

Miesner, who was recently appointed to the La Grande School Board to fill out a term that ends in June 2003, is a member of the citys budget committee and the Urban Renewal Advisory Commission.

Goldstein, a licensed clinical social worker and child family specialist, is in his first term on the council. He has served in a variety of volunteer positions, most focusing on children and families. He moved to La Grande about six years ago.

Position 7 Candidates

Clements, a computer technician at Eastern, is in his second stint on the council, having been elected for his present term in 1998. He previously served 20 months, starting in 1995. Before that he was on various city

commissions.

Dykes has operated Good Things on Adams Avenue with her husband, Calvin, for six years in one of the oldest and tallest buildings in town. The building at 1301 Adams Ave. is on the National Historic Register. Dykes has been involved with various business groups, including the La Grande-Union County Chamber of Commerce. She served two terms as chamber president in 1999 and 2000. She is on the Urban Renewal Advisory Commission.

Unopposed Candidates

Of the other seats up for election this year, Mayor Colleen Johnson, an economics professor at Eastern Oregon University, and councilor Dana Wright, Union County undersheriff, have

no opposition. Their names

will appear only on the November ballot.

Those elected will begin their terms in January. Doug Winn and John Bozarth are not up for election this year.
