Smoke management rule hearing set Tuesday in La Grande
A public hearing on proposed rulemaking for the Oregon Smoke Management Plan will be held at 6 p.m. Tuesday in the Cook Memorial Library, 2006 Fourth St. Members of the public are invited to attend, and public comment will be taken.
The administrative rule and the Smoke Management Plan are administered to manage prescribed forest burning on private, federal and other public lands to protect air quality and maintain forest health.
Proposed changes to the rule include:
• Housekeeping measures such as updating definitions, adding reference material related to burning alternatives, and adding another rule reference for smoke management compliance.
• Fixing inadvertent changes made during the last review, such as regulating prescribed burning outside district boundaries, including a five-year review of the entire plan, and moving back burn plan deadlines.
• Minor changes such as adding monitoring to large tonnage burns and clarifying fees for multiple burn types.
The Oregon Department of Forestry invites public comment on whether other options should be considered for achieving the rule’s substantive goals while reducing the negative economic impact of the rule on business.
