TRUSTEE'S NOTICE OF SALE Reference is made to that certain trust deed made by Grant A. Crow and Wendy L. Crow, husband and wife, as tenants by the entirety, as grantor, to Kelly D. Sutherland of Shapiro and Kreisman, as trustee, in favor of Union Planters Bank, N.A., as beneficiary, dated 09/22/03, recorded 09/29/03, in the mortgage records of Union County, Oregon, as 20036553 and subsequently assigned to Mortgage Electronic Registration Systems, Inc. by Assignment recorded as 20044924, covering the following described real property situated in said county and state, to wit: Lots 1, 2, 3, 4, 5 and 6 in Block 23 of the Town of Imbler, Union County, Oregon, according to the recorded plat of said town. PROPERTY ADDRESS: 270 2nd Street Imbler, OR 97841 Both the beneficiary and the trustee have elected to sell the real property to satisfy the obligations secured by the trust deed and a notice of default has been recorded pursuant to Oregon Revised Statutes 86.735(3); the default for which the foreclosure is made is grantor's failure to pay when due the following sums: monthly payments of $1,045.19 beginning 08/01/07; plus late charges of $52.26 each month beginning 08/16/07; plus prior accrued late charges of $0.00; plus advances of $104.00; together with title expense, costs, trustee's fees and attorney's fees incurred herein by reason of said default; any further sums advanced by the beneficiary for the protection of the above described real property and its interest therein; and prepayment penalties/premiums, if applicable. By reason of said default the beneficiary has declared all sums owing on the obligation secured by the trust deed immediately due and payable, said sums being the following, to wit: $132,633.34 with interest thereon at the rate of 6.125 percent per annum beginning 07/01/07; plus late charges of $52.26 each month beginning 08/16/07 until paid; plus prior accrued late charges of $0.00; plus advances of $104.00; together with title expense, costs, trustee's fees and attorneys fees incurred herein by reason of said default; any further sums advanced by the beneficiary for the protection of the above described real property and its interest therein; and prepayment penalties/premiums, if applicable. WHEREFORE, notice hereby is given that the undersigned trustee will on April 9, 2008 at the hour of 10:00 o'clock, A.M. in accord with the standard of time established by ORS 187.110, at the following place: outside the main entrance of the Daniel Chaplin Building, 1001 4th Avenue Street, in the City of La Grande, County of Union, State of Oregon, sell at public auction to the highest bidder for cash the interest in the described real property which the grantor had or had power to convey at the time of the execution by grantor of the trust deed, together with any interest which the grantor or grantor's successors in interest acquired after the execution of the trust deed, to satisfy the foregoing obligations thereby secured and the costs and expenses of sale, including a reasonable charge by the trustee. Notice is further given that for reinstatement or payoff quotes requested pursuant to ORS 86.757 and 86.759 must be timely communicated in a written request that complies with that statute addressed to the trustee's "Urgent Request Desk" either by personal delivery to the trustee's physical offices (call for address) or by first class, certified mail, return receipt requested, addressed to the trustee's post office box address set forth in this notice. Due to potential conflicts with federal law, persons having no record legal or equitable interest in the subject property will only receive information concerning the lender's estimated or actual bid. Notice is further given that any person named in ORS 86.753 has the right, at any time prior to five days before the date last set for the sale, to have this foreclosure proceeding dismissed and the trust deed reinstated by payment to the beneficiary of the entire amount then due (other than such portion of the principal as would not then be due had no default occurred) and by curing any other default complained of herein that is capable of being cured by tendering the performance required under the obligation or trust deed, and in addition to paying said sums or tendering the performance necessary to cure the default, by paying all costs and expenses actually incurred in enforcing the obligation and trust deed, together with trustee's and attorney's fees not exceeding the amounts provided by said ORS 86.753. Requests from persons named in ORS 86.753 for reinstatement quotes received less than six days prior to the date set for the trustee's sale will be honored only at the discretion of the beneficiary or if required by the terms of the loan documents. INVITATION TO BID

Sealed bids will be received at the Community Connection of Northeast Oregon, Inc. Office by Frank Thomas, at 1504 Albany Street, La Grande, Oregon until 9:00 A.M. Tuesday February 5, 2008, for the Northeast Oregon Public Transit Building, and then they will be opened publicly and read aloud at 9:05 A.M. at the Senior Center Conference Room. Bids received after the date and time above will not be considered.

In general, the work consists of approximately 5,000 square feet of a wood framed building with wood wall and roof system, and composition shingle roofing. The project includes site development including site utilities, landscaping, paving, signage and concrete walks. Work under this contract will be funded by Connect Oregon Funding and will be subject to ORS 279C.800 et seq (Prevailing Wage Rates).

Contract Documents may be examined at the Community Connection Office at 1504 Albany Street, La Grande, Oregon.

Bidders may obtain one (1) sets of Documents at the Community Connection Office at 1504 Albany Street, La Grande, Oregon 97850, phone (541) 963-7532 for a $50 non-refundable fee.

Bids will be considered only if accompanied by a cashiers check or certified check or bid bond (with bona fide surety company such as Surety) made payable to Community Connection in the amount of 10% of the bid amount. No interest will be paid on bid security.

No offer will be received or considered by the contracting agency unless the offer contains a statement by the offerer as a part of his offer that the contractor agrees to be bound by and will comply with the provision of ORS 279C.840 or 40 USC276A.

The contracting agency will not receive or consider an offer for a public improvement contract unless the offerer is registered with the Construction Contractors Board or is licensed by the State Landscape Contractors Board as specified in OAR 137-049-0230.

Community Connection reserves the right to reject any and all bids not in compliance with the prescribed public bidding procedures and Invitation to Bid requirements and may reject for good cause any and all bids upon finding that it is in the best public interest to do so.

Bidders may not withdraw or modify their bid after the time established for the bid to be due.

In accordance with ORS 279A, preference to Oregon residents will be given when awarding the Contract by adding a non-resident's bid the same percentage, if any, given to the bidder by the bidder's home state. Accordingly, bidders will be required to indicate on the Bid Form whether the bidder is an Oregon Resident.

RIGHT-OF-WAY VACATION

FIRST READING OF ORDINANCE BY TITLE ONLY

Notice is hereby given in accordance with ORS 271.110, that the La Grande City Council will conduct a Public Hearing during its regular meeting on Wednesday, January 16, 2008, which begins at 6:00 p.m., in the City Hall Council Chambers, 1000 Adams Avenue, La Grande, Oregon. The Hearing is to consider an application to vacate an undeveloped alley between Adams Avenue, Washington Avenue, Alder Street and Walnut Street, Block 13 of the Supplemental Plat of Grandy's Second Addition, in T3S, R38E, Sections 6DC and 6DB, Tax Lots 4300, 4400, 4500 (6DC) and 13100 (6DB), La Grande, Union County, Oregon. The Application was filed by Robert and Beverly Moody on August 28, 2007, and was accepted by the La Grande City Council on October 17, 2007.

Pursuant to Section 33. of the City of La Grande Charter, the following entitled Ordinance is scheduled to be read for the first time by title only at the above-mentioned City Council meeting:

LA GRANDE, OREGON, VACATING an undeveloped alley between Adams Avenue, Washington Avenue, Alder Street and Walnut Street, Block 13 of the Supplemental Plat of Grandy's Second Addition, in T3S, R38E, Sections 6DC and 6DB, Tax Lots 4300, 4400, 4500 (6DC) and 13100 (6DB), La Grande, Union County, Oregon.

The applicable land use regulations are found in Chapter 8, Article 8.10 of the City of La Grande Land Development Code Ordinance Number 3047, Series 2006; and ORS Chapter 271. Failure to raise a specific issue at the Public Hearings precludes appeal to the Oregon Land Use Board of Appeals. A copy of the application and proposed Ordinance are available for review at no cost, with copies supplied at a reasonable cost at the City of

La Grande Planning Division, 1000 Adams Avenue, La Grande, Oregon. A Staff Report will be available for review seven (7) days before the Hearings at no cost, with copies supplied at a reasonable cost.
