Boise Building Manufacturing Solutions, L.L.C. 62621 Oregon Highway 82 LaGrande, Oregon Has applied for an Oregon Title V Operating Permit Modification (No. 31-0002) The Department of Environmental Quality (DEQ) has conducted a preliminary review of this application and is providing an opportunity for public comment. A hearing has been scheduled for Thursday, November 29, 2007, beginning at 1 pm at the Oregon Department of Transportation, Region 5 Headquarters Building located at 3012 Island Avenue in La Grande, Oregon. Boise Cascade is proposing to modify their current Oregon Title V permit. On July 30, 2004, the EPA finalized standards to reduce emissions of air toxics from plywood and composite wood products manufacturing facilities. DEQ estimates that the standards will reduce air toxic emissions by as much as 760 tons per year from 15 facilities throughout Oregon. New facilities, those built after July 30, 2004, are required to comply with the standards upon startup. Existing facilities, those built prior to July 30, 2004, were originally required to comply by October 1, 2007. On February 16, 2006, EPA adopted amendments to the standards which included a 1- year extension of the compliance date for some existing sources to October 1, 2008. On June 19, 2007, the DC Circuit Court of Appeals ruled that the 1-year EPA extension was illegal and reset the compliance date for all sources to October 1, 2007. The court also pointed out that individual states have the authority to grant up to a 1-year compliance extension on a facility-by-facility basis for the installation of pollution control equipment to comply with the standard. DEQ proposes to grant a compliance extension to August 31, 2008, for Boise Building Solutions Manufacturing. Boise Building Manufacturing Solutions is a major source of Particulate Matter, Fine Particulate Matter, Nitrogen Oxides, Carbon Monoxide and Volatile Organic Compounds. Boise is a minor source of Sulfur Dioxide emission. The facility is located in an attainment area for all criteria pollutants. The facility is not located within 10 kilometers of a Class 1 Air Quality Protection Area.
