NOTICE OF HEARING UNION COUNTY PLANNING COMMISSION MAJOR PARTITION NOTICE IS HEREBY GIVEN, the Union County Planning Commission, meeting in regular session, June 25, 2007, 7:00 p.m., Daniel Chaplin Building Conference Room, 1001 4th Street, La Grande, will consider a Major Partition application submitted by Lauren & Anita Swartz to create Parcels 1 & 2- approximately 82 acres each with an access easement & cul-de-sac, and Parcel 3- approximately 163 acres. The subject property is located about 17 miles southeast of Union on both sides of Oregon Hwy. 203 and is described as Twp. 6S, Range 41 EWM, Tax Lot 1800, about 327 acres, in an A-2 Agriculture-Grazing Zone. On February 21, 2007 the Union County Board of Commissioners found that the applicants qualified for a Measure 37 claim, voted to remove or not apply the current land use regulations & apply the land use regulations that existed on August 22, 1991 (the applicants' acquisition date). The applicable Land Use Regulations are found in Union County Zoning, Partition and Subdivision Ordinance Sections 3.04 & 20.09. Failure to raise a specific issue with sufficient specificity at the local level precludes appeal to LUBA based on that issue. The Hearing is to consider an application for a Conditional Use Permit to allow the construction of a twenty thousand (20,000) square foot building to be occupied by the Center for Human Development. The property is situated in the R-2 Medium Density Residential Zone at 2706 East "L" Avenue, T3S, R38E, Section 9BD, Tax Lots 3300 and 3400, La Grande, Union County, Oregon. The applicant is Center for Human Development.
