Catherine Creek (Miller Lane) Bridge
Near the City of Union, Union County, Oregon
Union County is accepting price proposals for relocating and preserving the existing 70-foot span by 19-foot roadway width Catherine Creek (Miller Lane) Bridge (herein the Bridge). The Bridge, currently located on Miller Lane, 3-1/2 miles west of Oregon Highway 203, 3-1/2 miles northwest of Union, Oregon, will be available after September 30, 2007. The Bridge includes the steel trusses, steel transverse floor beams, and steel deck girders, but does not include the asphalt surfacing, timber decking, timber deck stringers, or abutments. Proposals shall include a plan for relocation and preservation of the historic bridge structure in accordance with the recommended approaches in the Secretary of the Interior's Standards for Rehabilitation and Illustrated Guidelines for Rehabilitating Historic Properties (U.S. Department of the Interior, National Park Service, 1992), and preserve it in accordance with the Secretary of the Interior's Standards for Preservation (36 CFR 68).
The Catherine Creek (Miller Lane) Bridge replacement project is funded by the State of Oregon under the Oregon Transportation Investment Act (OTIA) Program. The County has hired a contractor to remove the existing Bridge and construct a new bridge. The County's bridge replacement contractor will remove and transport the bridge components to the Union County Road Department yard located on Hot Lake Lane, 0.2 miles east of Pierce Road, approximately 6 miles southeast of La Grande, Oregon. The Bridge replacement project is scheduled to begin in July 2007.
The existing Catherine Creek (Miller Lane) Bridge, constructed in 1939, is considered potentially eligible for the National Register of Historic Places. The existing bridge is a 70-foot span, riveted steel pony truss bridge with steel floor beams and steel stringers supporting a 19-foot wide roadway deck. As one of the oldest bridges in Union County, it represents a common bridge type deployed along the nation's roadways in the early 1900s. While the existing Catherine Creek Bridge is "structurally deficient" in terms of current use and projected needs, the Oregon Department of Transportation inspection reports indicate the Bridge is in good condition overall.
The winning proposal will be selected by Union County based on purchase price and the purchaser being able to take action to move and preserve the bridge structure in accordance with the guidelines and standards stated above.
The recipient of the Bridge shall:
Complete necessary engineering for the relocation and erection of the Bridge.
Secure all necessary permits.
Construct a suitable bridge foundation.
Load, transport, and erect the structure.
Provide bridge decking and roadway surface.
Construct approach roadwork as required.
Be aware that the existing structure is known to contain lead based paint.
