By Publication. The summons shall be published once a week for four consecutive weeks in the La Grande Observer, which is hereby found to be a newspaper of general circulation in Union County, Oregon. Defendants shall have 30 days to respond from the date of the first publication of the summons.

Notice of Revenue Bond Authorization
NOTICE IS HEREBY GIVEN that the Board of Directors of Elgin R.F.P.D., Union County, Oregon (the "District"), adopted Resolution No. 7 on Oct. 30th, 2006 (the "Resolution"), authorizing the issuance of Community Facilities Revenue Bonds. The bonds will be issued to acquire, construct, furnish and equip a new fire house, including space or emergency services (the "Project").
The Board of Directors may establish by subsequent Resolution all terms, conditions and covenants regarding the bonds and the Project which are necessary or desirable to effect the sale of the bonds.
The District estimates that the bonds will be issued in an aggregate principal amount of not to exceed $300,000; bond principal and interest are expected to be paid from District revenues. The bonds will not be general obligations of the District, and shall not authorize the District to levy any additional taxes, but will be payable solely from revenues and funds which the District pledges to the payment of the bonds.
If written petitions, signed by not less than five percent (5%) of the District's electors, are filed at the Office of the District Recorder on or before March 7, 1007 (the 61st day after the date of publication of the notice), the questions of issuing the revenue bonds shall be placed on the ballot of the next legally available election date.
The Office of the District Recorder is located at 900 Alder St., Elgin, OR 97827.
The Resolution authorizing the bonds is available for inspection at the Office of the District Recorder.
The bonds will be issued and sold under the Uniform Revenue Bond Act (ORS 288.805 to 288.945); this Notice is published pursuant to ORS 288.815(6).
