PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING
Union County is eligible to apply for a 2007 Community Development Block Grant from the Oregon Economic and Community Development Department.
Community Development Block Grant funds come from the U.S. Department of Housing and Urban Development. The grants can be used for public facilities and housing improvements, primarily for persons with low and moderate incomes.
Approximately $14 million will be awarded to Oregon non-metropolitan cities and counties in 2007. The maximum grant that a city or county can receive is $1,000,000.
The County is preparing an application for a 2007 Community Development Block Grant from the Oregon Economic and Community Development Department for the Housing Rehabilitation Program in Union, Baker, Grant and Wallowa counties to rehabilitate homes owned and occupied by low and moderate income persons. It is estimated that the proposed project will benefit at least 40 persons, of whom 100% will be low or moderate income.
A public hearing will be held by the Union County Board of Commissioners at 10:00 a.m. on February 7, 2007, at the Union County Commissioners office, 1106 K. Ave., LaGrande, OR 97850.
The purpose of this hearing is for the Board of Commissioners to obtain citizen views and to respond to questions and comments about:
Community development and housing needs, especially the needs of low and moderate income persons, as well as other needs in the community that might be assisted with a Community Development Block Grant project; and,
The proposed project.
Written comments are also welcome and must be received by February 7, 2007 by 9:00 am at the Union County Commissioners office, 1106 K. Ave., LaGrande, OR 97850. Both oral and written comments will be considered by the Union County Board of Commissioners in deciding whether to apply. The location of the hearing is accessible to persons with disabilities. Please let Shelley Burgess, at 541-963-1001, know if you will need any special accommodations to attend or participate in the meeting.
More information about Oregon Community Development Block Grants, the proposed project, and records about the County's past use of Community Development Block Grant funds is available for public review at the Union County Commissioners' office during regular office hours. Advance notice is requested. If special accommodations are needed, please notify Shelley Burgess at 541-963-1001 so that appropriate assistance can be provided.
Permanent involuntary displacement of persons or businesses is not anticipated as a result from the proposed project. If displacement becomes necessary, alternatives will be examined to minimize the displacement and provide required/reasonable benefits to those displaced. Any low and moderate-income housing which is demolished or converted to another use will be replaced.

During its Regular Sessions of October 18, and December 6, 2006, the City Council unanimously accepted the recommendations of its Ad Hoc Drug Task Force, one of which was to consider adopting by Ordinance a formal Commission to provide long-term oversight for the implementation of those recommendations, as well as long-term direction for a comprehensive community response to substance abuse problems. If adopted, this proposed Ordinance will become effective on April 6, 2007

CITY OF LA GRANDE, OREGON
2007 CITY WIDE VOLUNTARY SIDEWALK LID & CONCRETE REPAIR PROJECTS
The City of La Grande invites competitive bids for the 2007 City Wide Voluntary Sidewalk Local Improvement District and City of La Grande Concrete Repair Projects. The project will be to furnish all materials, labor and equipment to construct and complete all necessary items for repair and replacement and/or new construction of sidewalk, curb, curb and gutter, driveway approaches and other miscellaneous concrete repairs and construction as requested.
Sealed bids for the described projects will be received by Norm Paullus, or his designee at the City of La Grande Public Works Department, Engineering Division, 800 X' Avenue, La Grande, Oregon until 2:00 p.m. local time, on Tuesday, February 13, 2007, and then public opened and read aloud the same day, at 2:05 p.m. in the Public Works Conference Room. The contract shall end December 31, 2007.
The City of La Grande may reject any bid not incompliance with all prescribed requirements listed in the Contract Documents, and may reject for good cause any and all bids upon finding that it is in the public interest to do so.
Copies of the Contract documents may be obtained at the City of La Grande, Public Works Department, Engineering Division, 800 X' Avenue, or by phoning (541) 962-1333. The contractor shall provide his mailing address, phone and fax numbers when documents are requested.
