NOTICE OF PUBLIC HEARING LAND DEVELOPMENT CODE AND COMPREHENSIVE PLAN AMENDMENTS FIRST READING OF ORDINANCES BY TITLE ONLY Notice is hereby given that the La Grande City Council will conduct a Public Hearing, Wednesday, May 6, 2009, at 6:00 p.m. in the City Hall Council Chambers at 1000 Adams Avenue, La Grande, Oregon, to consider amendments to the Land Development Code to allow chickens and support 4-H Projects in Residential Zones; amendments in land use definitions, outdoor lighting requirements, historic standards, signage standards and other various housekeeping amendments. These amendments affect Articles 1.1, 1.2, 1.3, 2.2, 2.3, 3.2, 3.3, 3.5, 3.15, 3.18, 4.2, 4.3, 4.6, 5.3, 5.5, 5.6, 5.8, 6.1, 6.2, 6.3, 6.4, 6.6, 8.1, 8.2, 8.3, 8.4, 8.5, 8.6, 8.7, 8.8, 8.11, 9.1, 9.2, 9.5, 10.1, 10.2, 10.3. Amendments to the Comprehensive Plan include Goal 5 – Identifying historic buildings to be preserved and protected & adopt Landscape and Urban Forestry Master Plan; Goal 7 – Incorporating changes to the UPRR diesel fuel contamination area; Goal 9 – incorporate amendments resulting from an Economic Development study prepared by The Benkendorf Associates Corp.; and the Transportation System Plan incorporating a transportation Master Plan for the South Riverside Neighborhood Area, repealing Ordinance Number 3038, Series 2005. The proposed ordinances will be read for the first time by title only. The Public Hearing is scheduled be continued to the June, 2009, City Council meeting which will be held in the same time and location as noted above. The applications were filed by City of La Grande on January 2, 2009. Pursuant to Section 34(33), of the City of La Grande Charter, the following entitled Ordinances will be read for the first time by title only at the above-mentioned City Council meeting: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA GRANDE, OREGON, REPEALING ORDINANCE NUMBER 3047, SERIES 2006, AND ORDINANCE NUMBER 2847, SERIES 1993, AND ADOPTING AN ORDINANCE OF THE CITY OF LA GRANDE, OREGON, AMENDING VARIOUS ARTICLES CONTAINED WITHIN THE DOCUMENT, ADDING NEW LANGUAGE AND RECODIFYING THE “LAND DEVELOPMENT CODE” ORDINANCE AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA GRANDE, OREGON, AMENDING THE STATEWIDE GOAL CHAPTERS 5, 7 AND 9 OF THE CITY OF LA GRANDE COMPREHENSIVE PLAN, RECODIFYING THE COMPREHENSIVE PLAN, AMENDING THE TRANSPORTATION SYSTEM PLAN INCORPORATING A TRANSPORTATION MASTER PLAN FOR THE SOUTH RIVERSIDE NEIGHBORHOOD AREA, REPEALING ORDINANCE NUMBER 3038, SERIES 2005 The applicable land use regulations are found in Chapter 8, of the City of La Grande Land Development Code Ordinance Number 3047, Series 2006. Failure to raise a specific issue at the Public Hearing precludes appeal to the Oregon Land Use Board of Appeals. A copy of the applications and all information related to the proposals are available for review at no cost, with copies supplied at a reasonable cost. A Staff Report will be available for review seven (7) days before the Hearing at no cost, with copies supplied at a reasonable cost.
