NOTICE OF BUDGET
COMMITTEE MEETING
A public meeting of the Budget Committee of the Union School Dist 5, Union County, State of Oregon, to discuss the budget for the fiscal year July 1, 2009 to June 30, 2010, will be held at Bobcat Athletic Complex. The meeting will take place on the 20th of May at 7:00 P.M. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after May 21, 2009 at Union School District Office, between the hours of 7:30 A.M. and 4:30 P.M.
This is a public meeting where deliberation of the Budget Committee will take place, Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

Main St., Union , OR. The meeting will take place on May 4th, 2009 at 6:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. There will also be a brief budget class. A copy of the budget document may be inspected or obtained on or after May 4th, 2009 at Union City Hall, between the hours of 10:00 a.m. and 3:00 p.m. Monday through Thursday.
This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

CITY OF LA GRANDE, OREGON
REQUEST FOR PROPOSALS
HISTORIC DISTRICT BUILDING REHABILITATION/ RENOVATION PROJECT
Proposals Due by Thursday, May 21, 2009, 5:00 p.m.
The City of La Grande, Oregon (City) is seeking proposals from owners of buildings in La Grande’s downtown Historic District interested in collaborating with the City on one or more building façade renovation/ restoration/ rehabilitation project(s). The City is prepared to accept a funding grant from the State of Oregon and match with local Urban Renewal funding to also match with private funding.
Key Criteria:
• Building must be located within the City of La Grande Historic District of downtown and must be identified as historic in the La Grande Historic District register
• Proposals may come from tenants or owners of buildings; if tenants, an authorization letter from owner must accompany proposal
• Renovation project must be ready to start in July 2009 and conclude by the end of November 2009
• Applicants must be willing to enter into an agreement with the City and work with City and State officials on their project
• Projects can be a minimum of $3,000.00 total cost
• Funding for selected project(s) will be:
• State of Oregon – up to 1/3 of total project, up to $6,667.00
• City of La Grande Urban Renewal – up to 1/3 of total, up to $7,500.00
• Maximum public funding available is $14,167.00
• Private building owner(s)/ tenant(s) – at least 1/3 of total project cost, minimum of $1,000.00

The City may reject any proposal not in compliance with all prescribed solicitation procedures and requirements and other applicable law, and may reject any or all proposals in whole or in part when the cancellation or rejection is in the best interest of the City.

NOTICE OF ASSET SALE AND INVITATION TO BID
PLEASE TAKE NOTICE that on April 22, 2009, Fleetwood Enterprises, Inc. and its affiliated debtors and debtors in possession (collectively, "Fleetwood"), filed a motion (the "Motion"), in the United States Bankruptcy Court for the Central District of California, Riverside Division, pursuant to section 363 of title 11 of the United States Code, 11 U.S.C. §§ 101-1532 (the "Bankruptcy Code") and Rule 6004 of the Federal Rules of Bankruptcy Procedure (the "Bankruptcy Rules") for authorization to sell certain assets related to their La Grande, Oregon travel trailer manufacturing facility (the "Plant 24 Assets") to Arbutus RV & Marine Sales Ltd. or its assignee (the "Buyer") free and clear of liens, claims, interests and encumbrances, pursuant to the letter of intent (the "LOI") attached as Exhibit B to the Motion.
PLEASE TAKE FURTHER NOTICE that, by way of the Motion, the Fleetwood proposes to sell the Plant 24 Assets to the Buyer for the aggregate purchase price of $1,800,000.00, payable in cash at closing. The proposed sale is contingent upon (i) the Buyer's due diligence review of the Plant 24 Assets, (ii) receipt of regulatory approvals required under applicable law, (iii) there having been no damage to the Plant 24 Assets that either (x) is in excess of $100,000, or (y) would have a material adverse effect on Buyer's ability to immediately restart production at Plant 24, and (iv) the sale being closed on or before May 15, 2009. Additional terms of the proposed sale are set forth in the Motion and in the LOI attached as Exhibit B thereto.
PLEASE TAKE FURTHER NOTICE that the Plant 24 Assets consist of real property, buildings, equipment and other assets used in and associated with the manufacturing of travel trailers at the Debtors' plant located in La Grande, Oregon. The Debtors propose to sell the Plant 24 Assets free and clear of all liens, claims, interests and encumbrances, with the exception of certain easements and other encumbrances on the real property portion of the Plant 24 Assets.
PLEASE TAKE FURTHER NOTICE that sale of the Plant 24 Assets to Buyer shall be subject to overbidding in favor of third parties willing to participate at the Sale Hearing (as defined below), pursuant to the following procedures (the "Sale Procedures"):
• Any party wishing to submit an initial overbid must provide an offer that is substantially similar to the offer submitted by Buyer provided, however, that the offer must propose to pay at least $100,000 in excess of the offer submitted by Buyer. Those wishing to consider submitting an overbid may request further information regarding the assets to be sold from Fleetwood's counsel as provided below.

such that any written overbid offer is actually received by not later than 5:00 p.m. (Pacific Daylight Time) on Friday, May 8, 2009.
• Any party wishing to submit an initial overbid must submit along with its overbid a cashier’s check in the amount of $50,000 made payable to Fleetwood Travel Trailers of Oregon, Inc. which will be either (i) returned to such overbidder in the event that a different bidder is the Successful Bidder (as defined below), or (ii) credited against the purchase price in the event the Court approves a sale of the Plant 24 Assets to such overbidder.
• Any overbid must identify the proposed purchaser or any sponsor of a purchasing entity yet to be formed and shall further include adequate proof of the overbidder's ability to complete the purchase of the Plant 24 Assets on terms substantially similar to the terms set forth in the LOI.
• To qualify as a bona fide initial overbid, an overbidder’s offer must not provide for any contingencies other than those provided for in the LOI.
• At the Sale Hearing, potential purchasers of the Plant 24 Assets who have submitted timely initial overbids that conform to these procedures will be permitted to present such bids.
• Further overbidding will be permitting at the Sale Hearing, either in open court or outside of the court room as directed by the Court. Each incremental overbid in excess of the initial overbid shall be in an amount not less than $50,000.
• At the Sale Hearing, Fleetwood shall determine in its sole discretion which bidder, be it Buyer or an overbidder, has submitted the highest and best bid for the Plant 24 Assets, and such bidder shall be deemed the Successful Bidder and its bid the Successful Bid. Fleetwood shall then request that the Court immediately approve the sale to the highest bidder as determined by Fleetwood.
PLEASE TAKE FURTHER NOTICE that the hearing to approve the proposed sale of the Plant 24 Assets (the "Sale Hearing") shall be conducted before the Honorable Meredith A. Jury, United States Bankruptcy Judge, in the United States Bankruptcy Court for the Central District of California, Riverside Division, Courtroom 302, 3420 Twelfth Street, Riverside, CA 92501 on May 13, 2009 at 1:30 p.m. (Pacific Daylight Time) or at such other time as the Bankruptcy Court permits to approve the sale to the Successful Bidder.
