Legal no. 3826 UNION COUNTY BOARD OF PROPERTY TAX APPEALS NOTICE OF SESSION Notice is hereby given that on February 4th, 2010, at 10:00 a.m. the Board of Property Tax Appeals of Union County, Oregon will meet to: Hear petitions for reduction of the real market, maximum assessed, specially assessed, or assessed value of property as of January 1, 2009, or as determined under ORS 308.146(5)(a), ORS 308.146 (6)(a), or ORS 308.428. Hear petitions for reduction of value corrected under ORS 311.208. Hear petitions of waiver of penalties for late filing of real or personal property returns. Petitions must have been filed with the Clerk of the Board or postmarked not later than December 31, 2009. The Board will meet in the Misener Conference Room, Daniel Chaplin Building, 1001 Fourth Street, La Grande, Oregon. A schedule of hearings for those who requested to be present will be posted 48 hours prior to the meeting on the bulletin board of the Chaplin Building. If you requested to be present at the hearing, you will be notified of the date, time, and place to appear. All other hearings will be scheduled as time allows. The City of Elgin, Oregon, invites bids for the construction of Water System Improvements - 2010. The work generally consists of approximately 7,780 lineal feet of 8-inch and 6-inch water line, approximately 32 valves, 13 fire hydrants with auxiliary valves, service lines and service connections, restoration work, and other associated work. The project also includes approximately 828 new system-wide radio read meters, utility billing and customer information software, fencing and metering improvements at two existing wells and a large water service connection, and sandblasting/repainting an existing 1 million gallon reservoir. Sealed bids for the described project will be received by Terrie Richards, City Recorder, or her authorized representative, of the City of Elgin, Oregon, at Elgin City Hall, 100 N. 8th Avenue, Elgin, Oregon 97827, until 2:00 p.m., local time, February 4, 2010. Bids will be publicly opened and read aloud at the same location, time, and date that bids are due. This project is being funded through federal funds from the American Recovery and Reinvestment Act (ARRA) of 2009 through the Safe Drinking Water Revolving Loan Fund administered by the Oregon Business Development Department. The time for substantial completion shall be one hundred twenty (120) calendar days. The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law, and the Federal Davis-Bacon Prevailing Wage Rate (Federal Labor Standards Provision - DOL Memo No. 207, 29 CFR Part 5.5), whichever is higher. The Contractor shall also identify him/herself as a prime contractor, subcontractor, supplier, etc., as applicable. The Contract Documents will be available after January 11, 2010. This project is subject to "Buy American" and other requirements as outlined in the ARRA of 2009. A pre-bid conference will be held at 1:00 p.m., local time, January 28, 2010. The pre-bid conference will be held at the City of Elgin City Hall, 100 N. 8th Avenue, Elgin, Oregon 97827. Representatives of the Owner and Engineer will be present to discuss the project. Bidders are encouraged to attend and participate in the conference.
