NOTICE OF TRI-COUNTY CWMA BOARD MEETING
A meeting of the Tri County Cooperative Weed Management Area Board will be held on June 17, 2009 at 9:00 am at The Union County Ag Service Center 10507 North McAlister in La Grande, OR. The purpose of this meeting is to adopt the budget for the fiscal year beginning July 1, 2009, as approved by the budget committee and to make a resolution for a supplemental budget of $68,000 to the 2008-2009 budget. This is a public meeting where deliberations of the Tri-County Board will take place, and the Tri-County Board will receive questions and comments from the public. ORDINANCE CONSIDERATION
The Union County Board of Commissioners meeting in regular session on Wednesday, June 18, 2009, will consider at 10:00 a.m. the adoption of Ordinance 2009-01, IN THE MATTER OF AN ORDINANCE ESTABLISHING RULES AND REGULATION FOR THE MT. EMILY RECREATION AREA & DECLARING AN EMERGENCY. The meeting will be held in the Joseph Annex Conference Room, 1106 K Avenue, La Grande, Oregon. Interested citizens may appear and offer comments on the ordinance. Copies of the draft ordinance may be obtained from the Union County Commissioners Office at 1106 K Avenue after June 5.

BUDGET HEARING of the Elgin Cemetery Maintenance District will be held on June 17, 2009 at 3:00 pm at 70792 Hwy 82, Elgin OR. Purpose of this meeting is to discuss the budget for the fiscal year beginning July 1, 2009 as approved by the Elgin Cemetery District Budget Committee. A copy of the budget may be obtained at 70792 Hwy 82, Elgin OR between the hours of 10 AM and 7 PM. The budget was prepared using the same basis of accounting as the current year. FINANCIAL SUMMARY; Adopted Budget year 2008-2009. Total Personal Services, 11,700. Total Material and Services, 11,950. Capital outlay, 59,850. Total Contingencies 2,000. Total requirements, 85,500. Total resources except property tax, 71,500. Total property taxes estimated to receive, 14,000. Total resources 85,500. Approved Budget Next Year, 2009-2010 Total Personal Services 10,650. Total Material and Services 11,700. Capital outlay 61,650. Total contingencies 2,000. Total requirements, 86,000. Total Resources except property taxes, 72,000. Total property tax estimated to receive, 14,000. Total tax levy 15,400 or Permanent Rate Limit of 0.1233 per $1,000 property value. The Elgin Cemetery Maintenance District is in charge of caretaking, selling burial lots, opening and closings and record keeping of the dedicated cemeteries located in the taxing district. Other than property taxes, resources include sale of lots, opening and closing charge, and interest earned. There are no major changes from the current year. Capital outlay is reserved for land or equipment purchase or major improvements.

Please be advised that the Union City Planning Commission will hold a public hearing on Wednesday, June 17, 2009, on the application by Rex Lantis for a variance approval to encroach 5 feet into the 10-foot side yard setback for a garage in the Residential 1 Zone. The property is located in the City of Union, to wit:

The hearing will be held in the Leonard Almquest Council Chambers, Union City Hall, S. Main Street, Union, at or shortly after 7:00 p.m..
Applicable criteria for the Planning Commission’s decision is found in the Zoning Ordinance 337, Sections 3: Use Zone, Section 4: Exceptions and Variances, Section 5: Conditional Use. and 7: Notices.
A copy of the application and all documents and evidence relied upon by the applicant are available for inspection at no cost in the Administrative Office, Union City Hall, during normal business hours (10 a.m. to 5:30 p.m. Monday thru Thursday). Copies, if desired, will be made for reasonable cost and sent to you if you so request. A copy of the staff report will be available for inspection seven (7) days prior to the hearing – again, during normal business hours.
Testimony may be presented orally at the hearing, or by written statement presented at or before the hearing. Testimony and evidence must be directed toward the criteria above, or to other criteria in the Zoning Ordinance or Land Use Plan that you believe would apply to the decision. Failure to raise an issue with sufficient specificity to afford the Planning Commission and the parties an opportunity to respond to the issue will preclude appeal based on the issue.
