Proposal: Pursuant to Oregon Revised Statute (ORS) 465.315, the Oregon Department of Environmental Quality (DEQ) is proposing to issue a Conditional No Further Action (NFA) determination for the Gem Stop site that consists of two gasoline service stations located at 2706 Island Avenue (Gem Stop 50) and 2614 Island Avenue (Gem Stop 52) in La Grande, Oregon. These sites are operating petroleum service stations.
The Voluntary Cleanup Program has reviewed site assessment and remedial activities performed at the site. The site is proposed for a risk-based closure and issuance of a Conditional No Further Action determination. All of the potential exposure concerns were addressed during the development of the site-specific conceptual site model or through institutional controls in the form of Notice of Environmental Contamination deed notices on impacted off-site properties and in the form of Easement and Equitable Servitudes (E&ES) on the two service station properties. The E&ES prohibits beneficial use of groundwater.

INVITATION TO BID
Wallowa County (hereinafter referred to as “Owner”) will receive bids for the Wallowa County Museum Fire Hall Renovation that is located at 110 S. Main Street in Joseph, Oregon.
Work: The project consists of two story, 6,200 sf, partial exterior and interior remodel with ADA and code upgrades.
Bid Deadline: Bids are to be received by 2 p.m. Wednesday, February 23, 2011, by Susan Roberts, at the Wallowa County Courthouse, Room 202, 101 S. River Street, Enterprise, Oregon. Bids received after this time will not be considered. Facsimile and electronic format bids will not be accepted. Bids will be opened immediately following bid due time and date, at the same location. All bids for the above-entitled project will be publicly opened and read aloud. Subcontractor Disclosure shall be submitted no later than 4 p.m. on the same date in a separate envelope and shall be clearly marked, “SUBCONTRACTOR DISCLOSURE FOR WALLOWA COUNTY MUSUEM FIRE HALL.”
Bids shall be made on the forms furnished by Owner, incorporating all contract documents, including all addenda and the Bid Bond or Cashier’s Check for the minimum amount of 10 percent of the Bid Price. The envelope shall be clearly marked “CONSTRUCTION BID FOR WALLOWA COUNTY MUSEUM FIRE HALL” and shall contain the name and address of the bidder.
No bids will be received or considered by Owner unless the bid contains a statement by the bidder that the provisions of ORS 279C.840, “Payment of prevailing rate of wage; posting of rates and fringe benefit plan provisions,” are to be complied with. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120.
Owner may reject any bid not in compliance with all prescribed bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of Owner that it is in the public interest to do so. The protest period for this procurement is seven (7) calendar days.
Bidders shall be licensed by OREGON CONSTRUCTION CONTRACTORS BOARD.
