INVITATION TO BID Cusick Creek Project Individually sealed Request for Qualifications and Bids for the Engineering of the Cusick Creek Project will be received from qualified vendors by the Keating Soil and Water Conservation District (hereafter called DISTRICT), until 4:00 pm Monday, March 1st, 2010 at the District Office, located at 3990 Midway Drive, Baker City, OR. Proposals received will be opened and evaluated on March 5th, 2010. An optional pre-bid site visit of the work area will be conducted on February 17th, 2010. All prospective bidders interested in the site visit should meet at the District Office (address above) in Baker City, OR at 8:30 a.m. Attendance at the pre-bid site visit is optional. Proposals submitted by vendors who are not in attendance at the pre-bid site visit of the work site will still be considered. Individually sealed envelopes or packages containing bids and supporting data as stipulated in the instructions to bidders shall be clearly marked. Proposals sent by mail should be forwarded by certified mail, return receipt requested, addressed to the DISTRICT as shown above, in care of Josh Uriarte, KSWCD Project Manager, and likewise shall be clearly marked or endorsed as stated herein. Proposals received after the time established for receipt will not be considered. Proposals may be withdrawn or modified in writing at any time prior to bid opening, following the guidelines established in the Instructions. DISTRICT reserves the right to accept or reject any or all proposals in whole or in part, to waive irregularities not affecting substantial rights, and to postpone the award of the work as necessary for a period of time not to extend beyond thirty (30) days from the proposal opening date. Bid prices quoted shall remain firm for a period of ninety (90) days from the date of the proposal opening. It is anticipated that work will commence on or before March 10, 2010 with written notice to proceed from DISTRICT. Each proposal shall be accompanied by a signed statement that the proposer is prepared to fully execute the work as stipulated in the specifications and other proposal documents. Successful proposer must furnish certificates of insurance as required by the contract and provide evidence of qualifications in conformity herewith.
