PLAN AMENDMENT
NOTICE IS HEREBY GIVEN, the Union County Planning Commission, meeting in regular session, January 28, 2008, 7:00 p.m., Daniel Chaplin Building Conference Room, 1001 4th Street, La Grande, will consider a Land Use Regulation Amendment application submitted by Union County, Dara Salmon, agent, to modify the Fire Siting Standards in Union County’s Zoning, Partition & Subdivision Ordinance. The replacement language will be more detailed to include additional information about signage, water supplies, gates and roofing materials and will more stringently address new residential construction that interfaces with forested areas. All Union County land in and within 1⁄4 mile of forestland will be affected.
The Union County Planning Commission will accept testimony and make a recommendation to the Union County Board of Commissioners who will hear the application in a de novo public hearing on February 6, 2008 at 10:00 a.m. in the Joseph Building Annex Conference Room, 1106 “K” Ave., La Grande
The applicable Land Use Regulations are found in Sections 23.05(2)&(3) of the Union County Zoning, Partition and Subdivision Ordinance. Failure to raise a specific issue with sufficient specificity at the local level precludes appeal to LUBA based on that issue. The application and all information related to the proposal are available for review at no cost and copies can be supplied at a reasonable cost. A staff report will be available for review seven days before the hearing, and can be supplied at a reasonable cost. CHANGE TO CONDITIONAL USE
NOTICE IS HEREBY GIVEN, the Union County Planning Commission, meeting in regular session, January 28, 2008, 7:00 p.m., Daniel Chaplin Building Conference Room, 1001 4th Street, La Grande, will consider an application submitted by Telocaset Wind Power Partners LLC to change the location of the Operations & Maintenance Facilities for the Elkhorn Valley Wind Power Project from the approved location near the intersection of Hill-Lay Lane and Telocaset Lane to the new site in existing structures located on property owned by Gerald & Eleanor Blankenship at 53933 Hwy 237 and described as Twp. 5S, Range 40 EWM, Tax Lot 5201, about 180.45 acres, in an A-2 Agriculture-Grazing Zone.

Emily Rock LLC, agent, to amend the November 23, 1995 Conditional Use Approval Condition #1 to allow drilling & blasting and Condition #3 to allow crusher operating hours to run from 7:00 a.m. to 7:00 p.m. Monday through Sunday. The property is located about 3 miles west of the City of Imbler, on the east side of Hunter Road and described as Twp. 1S, Range 38 EWM, Tax Lot 9600, about 581.83 acres, in an A-1 Exclusive Farm Use Zone.
