Notice is hereby given that the City Attorney of the City of la Grande, Oregon, has provided the City Recorder of the City of La Grande, Oregon, with a Ballot Title for a Five-Year Public Safety Option Levy for Operations and Capital, for placement on the November 2, 2010, General Election Ballot, to be voted upon by all eligible voters of the City of
La Grande, Oregon. This action was directed by the City Council of the City of La Grande, Oregon, during a regular Session on July 14, 2010.
CAPTION: Five Year Public Safety Option Levy for Operations and Capital
QUESTION: Shall City impose $1.00 per $1,000 assessed value beginning 2011-2012 for five years for Public Safety operations and capital purchases? This measure may cause property taxes to increase more than three percent.
EXPLANATION: The tax revenue from this local option levy will be dedicated to Public Safety for operations and capital purchases. Operations include police, fire, 9-1-1, dispatch, and emergency medical services. Capital purchases will include refurbishing of an ambulance, replacing police cars, and purchasing a new Jaws of Life. These funds will be used to supplement the Police and Fire Department budgets and will not replace any other funding currently used to provide Public Safety services. This levy is needed to help offset a projected General Fund budget shortfall of approximately $3,278,015, over five years. Without this additional revenue the City must reduce the City’s General Fund expenses with a corresponding reduction in the level of services provided to the City, with specific service reductions identified during the annual budget process. The estimated annual revenues from the Public Safety Option Levy would be $503,418, in 2011-2012; $518,521, in 2012-13; $534,076, in 2013-14; $550,098, in 2014-15; and $566,601, in 2015-16.
Further Notice is hereby given that any elector of the City of La Grande, Oregon, who considers the proposed Ballot Title to be insufficient, unfair, non concise, or to include more than one subject may file a petition for judicial review of the Ballot Title with the Circuit Court for Union County, Oregon, not later than 5:00 p.m. on Tuesday, August 10, 2010, which is at least seven (7) business days following publication of this Notice. Any elector who does so must notify the City Recorder of the City of La Grande, Oregon, in writing that the petition has been filed, not later than 5:00 p.m. on the first business day following the day the petition is filed.
