Public notices for the day of July 7, 2011 CITY of LA GRANDE
NOTICE of RECEIPT of BALLOT TITLE
for placement on the General Election Ballot of November 8, 2011
Notice is hereby given that the City Attorney of the City of La Grande, Oregon, has provided the City Recorder of the City of La Grande, Oregon, with a Ballot Title for the proposed Annexation of certain areas on the North Side of La Grande, for placement on the November 8, 2011, General Election Ballot, to be voted upon by all eligible voters within the proposed Annexation Areas. This actio was directed by the City Council of the City of La Grande, Oregon, during a Regular Session on June 15, 2011.
CAPTION: A Vote to Annex the North Side of La Grande
QUESTION: Shall Territory South of I-84 and North of La Grande commonly referred to as the North Side be annexed?
EXPLANATION: The City of La Grande proposes to annex three areas of La Grande’s North Side. Area 1 includes properties between I-84, Spruce, and “U” Avenue along Maple, Pine, Cherry, Russell, “Z,” “Y,” “X,” and Willow Street; Area 2 is south of I-84, east of Depot Street; Area 3 lies between I-84 and Lake Avenue, east of Fir Street. If passed, residents in the proposed annexation area will become City residents; be eligible to vote and run for City Council and to voluntarily serve on City advisory commissions; pay reduced fees for City water and sewer services (residents in the proposed annexation area currently pay double water and sewer rates); but pay street and storm water maintenance fees. Primary public safety coverage will shift to City Police ad Fire departments, resulting in a higher ISO rating (5 instead of 4), which is used in part to determine fire insurance premiums.
Further Notice is hereby given that any elector of the City of La Grande, Oregon, who considers the proposed Ballot Title to be insufficient, unfair, not concise, or to include more than one subject may file a petition for judicial review of the Ballot Title with the Circuit Court for Union County, Oregon, not later than 5:00 p.m. on Wednesday, July 13, 2011, which is seven (7) business days following receipt of the Ballot Title by the City Recorder from the City Attorney. Any elector who does so must notify the City Recorder in writing that the petition has been filed, not later than 5:00 p.m. on the first business day following the day the petition is filed.
