Said Trust Deed encumbers the following described real property situated in said county and state, to-wit: THE NORTHWESTERLY 30 FEET OF LOT 10 IN BLOCK 12 OF THE TOWN OF NORTH POWDER, UNION COUNTY, OREGON, ACCORDING TO THE RECORDED PLAT OF SAID ADDITION; THE SOUTHEASTERLY 75 FEET, BEING THE SOUTHEASTERLY ONEHALF, OF LOTS 1, 2 AND 3 IN BLOCK 12 OF THE TOWN OF NORTH POWDER, UNION COUNTY, OREGON, ACCORDING TO THE RECORDED PLAT OF SAID ADDITION. The street address or other common designation, if any, of the real property described above is purported to be: 365 CENTER STREET NORTH POWDER, OR 97867 The undersigned Trustee disclaims any liability for any incorrectness of the above street address or other common designation. Union County, Oregon, invites bids for the construction of Pierce Road Improvements - 2011. The work consists of reconstructing and overlaying approximately 5 miles of roadway. The work will be constructed over a two-year period and has been divided into three segments and one Additive Alternative section of roadway.
Segment I is ±1.6 miles in length and consists primarily of shoulder widening and a 4-inch HMAC overlay. All work in Segment I will be performed in 2011 by the successful Contractor.
Segment II is ±2.8 miles in length and consists of complete roadway reconstruction. The north ±1.4 miles will be constructed in 2011 and the south ±1.4 miles will be reconstructed in 2012. Union County Public Works Department will perform pavement removal, roadway earthwork, aggregate base, and some base rock work for this segment. Final base rock, final grading, and HMAC paving will be performed by the successful Contractor.
Segment III is ±0.75 miles in length and consists primarily of shoulder widening and a 6-inch HMAC overlay. All work in Segment III will be performed in 2011 by the successful Contractor.
The Additive Alternative work (Airport Lane) will consist of a 3-inch HMAC overlay and will be performed in 2011 or 2012 (Owner's Option) if funds allow. The successful Contractor will perform all Additive Alternative work if the work is awarded.
Sealed bids for the described project will be received by Shelley Burgess, or her authorized representative, of Union County, Oregon, at 1106 K Avenue, La Grande, Oregon, until 2:00 p.m., local time, March 31, 2011. Bids will be publicly opened and read aloud at the same location, time, and date that bids are due. The Contract Time for 2011 work will be one hundred twenty (120) calendar days and the Contract Time for 2012 work will be sixty (60) calendar days from the Notice to Proceed.
The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law.

Alternatively, the Contractor may request a paper copy of the Bidder's Packet and a CD containing a printable pdf version of the Contract Documents and Drawings for $20.00. Only a Bidder's Packet obtained from the Engineer shall be used for bidding purposes. The Contractor shall provide his mailing address, telephone and fax numbers, and e-mail address when plans are requested. The Contractor shall also identify him/herself as a prime contractor, subcontractor, supplier, etc., as applicable. The Contract Documents will be available after March 14, 2011.
A pre-bid conference will be held at 10:00 a.m. local time on March 24, 2011. The pre-bid conference will be held at Anderson·Perry & Associates, Inc., 1901 N. Fir Street, La Grande, Oregon. Representatives of the Owner and Engineer will be present to discuss the project. Pre-bid conference attendance is voluntary, but bidders are encouraged to attend and participate in the conference.
