Notice is hereby given that the Forest Service, United States Department of Agriculture, is proposing to sell the properties identified herein at not less than the market value pursuant to the Forest Service Facility Realignment and Enhancement Act of 2005 (PL 109-54).
The proposal for sale includes the lands and structures, and interest in lands under the jurisdiction of the Forest Service, Wallowa-Whitman National Forest, Wallowa and Baker Counties, State of Oregon, as follows:
• Wallowa Compound: T1N, R42E, Section 14, part of the SE1⁄4NW1⁄4 W.M., more particularly described as lots 1, 2, 3, 4, 8, 9, 10, 11, 12, 13 and 14 of Block 19 in McDonald’s Addition to the Town of Wallowa, Oregon. Lots 1, 2, 3, and 4 form a separate tax lot from lots 8, 9, 10, 11, 12, 13, and 14.  Both tax lots together comprise approximately 1.5 acres and contain 5 structures including 2 residences, a warehouse and outbuildings.  The property is located at 606 W. 1st Street, and is within the city limits of Wallowa, Oregon, in Wallowa County.
• Unity Middle Compound: T13S, R37E, a portion of sections 16 and 17, W.M., east of U.S. Highway 26.  The parcel is approximately 1.33 acres, contains 4 residences, a well for domestic water supply, and miscellaneous outbuildings.  The property is located on the east side of Highway 26 within the city limits of Unity, Oregon, in Baker County.
• Unity Lower Compound: T13S, R37E, a portion of the E1⁄2SE1⁄4NE1⁄4 of Section 17, W.M., west of U.S. Highway 26.  The parcel is approximately 6.56 acres, contains 3 dwellings, 4 storage building and miscellaneous outbuildings.  The property is located on the west side of Highway 26 within the city limits of Unity, Oregon, in Baker County.
The mineral estates will be included in all the estates to be sold.  The properties will be sold subject to any and all easements for roads and utilities.
The properties may be sold directly to an identified purchaser or may be sold under competitive bidding procedures.  The method of sale will be determined at a later date.  The sale will be subject to valid existing rights and encumbrances of record.  The Forest Service may also include in the conveyance any reservation necessary to protect the interests of the United States.  Specific terms of the sale will be provided in an Offer to Sell, which will be made after all environmental studies and other required analyses are completed and final decision to sell the property is made.
Federal law requires purchasers to be U.S. citizens, 18 years of age of older; a corporation subject to the laws of any State or of the United States; a State, State instrumentality, or political subdivision authorized to hold property; or an entity, including but not limited to associations and partnerships, capable of holding property in the State.  Proof of qualification to purchase the property will be required.
Additional detailed information, including complete property descriptions, maps, and lists of reservations and encumbrances, is available for review during regular business hours at the Wallowa Mountains Office of the Forest Service, United States Department of Agriculture (USDA), 88401 Highway 82, Enterprise, Oregon, 97828, or at the Whitman Ranger District Office of the Forest Service, USDA, 3285 11th Street, Baker City, OR.  Parties who may be interested in purchasing the property, or wish to offer comments related to the proposed sale, are encouraged to contact the Forest Service.
For a period of 30 days from the date of publication of this notice, the general public and interested parties may submit comments on the proposal.

TRUSTEE’S NOTICE OF SALE

NOTICE OF BUDGET
COMMITTEE MEETING
A public meeting of the Budget Committee of the Blue Mountain Translator District, Baker and Union Counties, State of Oregon, to discuss the budget for the fiscal year June 1, 2008 to May 31, 2009 will be held at the Farm Bureau Hall, Hwy 82, Island City, Oregon. The meeting will take place on the 31st day of March 2008 at 7:00 p.m. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after April 3rd, 2008 at the Union County Clerk’s Office, between the hours of 10:00 a.m. and 3:00 p.m.
This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.
