COMMITTEE MEETING

A public meeting of the Budget Committee of the Union Rural Fire Protection District, Union County, State of Oregon, to discuss the budget for the fiscal year July 1, 2011 to June 30, 2012, will be held at 570 E. Beakman. The meeting will take place on April 6, 2011 at 7:00 P.M. The purpose of the meeting is to receive the budget message and to receive comment from the public on the budget. A copy of the budget document may be inspected or obtained on or after March 28, 2011 at 270 S. Bellwood, between the hours of 6:00 P.M. and 7:00 P.M.
This is a public meeting where deliberation of the Budget Committee will take place. Any person may appear at the meeting and discuss the proposed programs with the Budget Committee.

Union County, Oregon, invites bids for the construction of Pierce Road Improvements - 2011.  The work consists of reconstructing and overlaying approximately 5 miles of roadway.  The work will be constructed over a two-year period and has been divided into three segments and one Additive Alternative section of roadway.
Segment I is ±1.6 miles in length and consists primarily of shoulder widening and a 4-inch HMAC overlay.  All work in Segment I will be performed in 2011 by the successful Contractor.            
Segment II is ±2.8 miles in length and consists of complete roadway reconstruction.  The north ±1.4 miles will be constructed in 2011 and the south ±1.4 miles will be reconstructed in 2012.  Union County Public Works Department will perform pavement removal, roadway earthwork, aggregate base, and some base rock work for this segment.  Final base rock, final grading, and HMAC paving will be performed by the successful Contractor.
Segment III is ±0.75 miles in length and consists primarily of shoulder widening and a 6-inch HMAC overlay.  All work in Segment III will be performed in 2011 by the successful Contractor.
The Additive Alternative work (Airport Lane) will consist of a 3-inch HMAC overlay and will be performed in 2011 or 2012 (Owner's Option) if funds allow.  The successful Contractor will perform all Additive Alternative work if the work is awarded.
Sealed bids for the described project will be received by Shelley Burgess, or her authorized representative, of Union County, Oregon, at 1106 K Avenue, La Grande, Oregon, until 2:00 p.m., local time, March 31, 2011.  Bids will be publicly opened and read aloud at the same location, time, and date that bids are due.  The Contract Time for 2011 work will be one hundred twenty (120) calendar days and the Contract Time for 2012 work will be sixty (60) calendar days from the Notice to Proceed.
The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law.

The Contractor shall provide his mailing address, telephone and fax numbers, and e-mail address when plans are requested.  The Contractor shall also identify him/herself as a prime contractor, subcontractor, supplier, etc., as applicable.  The Contract Documents will be available after March 14, 2011.
A pre-bid conference will be held at 10:00 a.m. local time on March 24, 2011.  The pre-bid conference will be held at Anderson·Perry & Associates, Inc., 1901 N. REQUEST FOR PROPOSALS FOR PROFESSIONAL ENGINEERING SERVICES
 
The City of Elgin, Oregon is accepting Request for Proposals (RFP) for an Engineer of Record to provide engineering services typically conducted by a city engineering department including, but not necessarily limited to planning, design, cost estimation, bidding services, and construction administration for City of Elgin infrastructure, surveying, infrastructure modeling and analysis, funding assistance, grant writing, participation in public meetings, and other related functions that may be assigned.
The selected consultant will also provide typical services to City staff; citizens, contractors, developers, as directed, typical of a City Engineer.  The term of the contract is at the City’s sole discretion.  The City invites qualified firms to submit Proposals based upon the scope of work contained in the RFP.
Proposals must be received no later than Thursday April 7, 2011 at 4:00 P.M. at the Elgin City Hall, located at 108 N. 8th Street, Elgin, OR 97827.
Work under this contract may be funded in part, or in its entirety, with federal, state, and local funds.  The selected respondent(s) shall comply with all federal, state, and local laws, executive orders and ordinances applicable to work under this contract, including, without limitation to ORS 279 A, B, & C.  In addition, the responders agree to comply with:  (i) Title VI of the Civil Right Act of 1964; (ii) Section V of the Rehabilitation Act of 1973, (iii) the Americans with Disabilities Act of 1991 and ORS 659.425, (iv) all regulations and administrative rules established pursuant to the foregoing laws; and (v) all other applicable requirements of federal and state civil rights and rehabilitation statutes, rules, and regulations.  Responder is subject to the Oregon Worker’s Compensation Law and shall comply with ORS 656.017, which requires provisions of Worker’s Compensation coverage for all employees working under any contract resulting from this RFP.  The City’s programs, services, employment opportunities and volunteer positions are open to all persons without regard to race, religion, color, national origin, sex, age, marital status, disability or political affiliation.
