NOTICE OF PUBLIC HEARING

RIGHT-OF-WAY VACATION
FIRST READING OF ORDINANCE BY TITLE ONLY
Notice is hereby given in accordance with ORS 271.110, that the La Grande City Council will conduct a Public Hearing during its regular meeting on Wednesday, April 2, 2008, which begins at 6:00 p.m., in the City Hall Council Chambers, 1000 Adams Avenue, La Grande, Oregon.  The Hearing is to consider an application to vacate the undeveloped alley lying adjacent to 305 Lake Avenue and 3203 Alder Street; Lots 5, 6, 7, 8, 9, 10, 11 and 12, in Block 42 of Riverside Addition to La Grande; T2S, R38E, Section 31DC, Tax Lots 700 and 800; La Grande, Union County, Oregon.  The Application was filed by Roger Goodman on January 28, 2008, and was accepted by the La Grande City Council on March 5, 2008.
Pursuant to Section 33. of the City of La Grande Charter, the following entitled Ordinance is scheduled to be read for the first time by title only at the above-mentioned City Council meeting:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA GRANDE, OREGON, VACATING THE UNDEVELOPED ALLEY LYING ADJACENT TO 305 LAKE AVENUE AND 3203 ALDER STREET, LOTS 5, 6, 7, 8, 9, 10, 11 and 12, in Block 42 of riverside addition to la grande, t2S, R38E, Section 31dc, tax lots 700 and 800, la grande, union county, oregon AND DECLARING AN EFFECTIVE DATE.
The applicable land use regulations are found in Chapter 8, Article 8.10 of the City of La Grande Land Development Code Ordinance Number 3047, Series 2006; and ORS Chapter 271.  Failure to raise a specific issue at the Public Hearings precludes appeal to the Oregon Land Use Board of Appeals.  A copy of the application and proposed Ordinance are available for review at no cost, with copies supplied at a reasonable cost at the City of La Grande Planning Division, 1000 Adams Avenue, La Grande, Oregon.  A Staff Report will be available for review seven (7) days before the Hearings at no cost, with copies supplied at a reasonable cost.  For additional information concerning the proposed Ordinance, you may contact the Planning Division at (541) 962-1307.

NOTICE OF PUBLIC HEARING
THE CITY OF UNION PLANNING COMMISSION
The Union City Planning Commission will hold a public hearing April 16, 2008, at 7 PM, in the Leonard Almquist Council Chambers, Union City Hall, 342 S. Main Street, on the application by The City of Union for a text amendment to the Zoning Ordinance. This Ordinance will amend Ordinance No. 337 to add provisions regulating construction upon adjoining lots under same ownership. Criteria can be found in Section 6 of the Zoning Ordinance.  A copy of the application, staff report and all documents and evidence submitted are available for inspection no less than seven (7) days prior to the public hearing at Union City Hall during normal business hours (10 AM – 5:30 PM, Mon thru Thurs). Copies will be provided upon request, at reasonable cost, and mailed if requested.
Testimony may be presented orally at the hearing or by written statement presented at or before the hearing. Testimony and evidence must be directed toward the applicable criteria or to other criteria in the Zoning Ordinance or Land Use Plan that are believed to apply. Failure to raise any issue with sufficient specificity to afford the Planning Commission and other parties an opportunity to respond to the issue will preclude appeal based on that issue. If approved by Planning Commission the proposed amendment should go before City Council May 12, 2008.
