REQUEST FOR QUOTE –
INVITATION TO BID

Baker County Weed Control is requesting quotes for the application of herbicide on a defined portion of Baker County roadsides targeting “A” and “B” –listed County Noxious Weeds. 
Before being considered and the contract is finalized, the contractor must meet all of the following specifications and criteria:

• The Contractor must currently be a licensed and bonded Commercial Pesticide Applicator, including right-of-way endorsement.
• The Contractor must have properly functioning equipment capable of complete coverage of the right-of-way.
• Contractor must be able to identify noxious weeds in various growth forms.
• The Contractor must be able to apply herbicides in a timely manner, and treat within the treatment window, commencing May 1 and ending June 1.

In evaluating the quotes, preference will be given to those contractors with demonstrated weed identification skills.  The deadline for submission of quotes is 5:00 p.m., April 10, 2009.  Request for Bid Packets are available at the Baker County Weed Office at 2960 Broadway, Baker City, Oregon, or by calling Arnie Grammon, Baker County Weed Supervisor at 541 523 0618

Quotes must be in writing and must be received in the Board of Commissioners’ Office on the first floor of the Baker County Courthouse, 1995 Third St., Baker City, Oregon 97814 [(541) 523-8200], prior to the established deadline.  Quotes may not be modified after submission. Facsimile and e-mail quotes will not be accepted. 

Baker County reserves the right to reject any quote not in compliance with the specifications.  Baker County is not required to award the contract to the lowest competitive bidder. However, if Baker County awards the contract to a bidder based on a quote other than the lowest competitive quote, the Board of Commissioners shall state in Commission Session the reasons for awarding the contract to a bidder with a higher quote.  It is anticipated that an award will be made on or before April 13, 2009.

NOTICE OF PUBLIC HEARING
THE CITY OF UNION CITY COUNCIL
 
Please be advised that the Union City Planning Commission will hold a public hearing on Wednesday, April 15, 2009, on the application by Mark and Donna Beverage for a conditional use approval for a Country Store (farm stand) in the Residential 1 Zone. The property is located in the City of Union, to wit:
Tax lot 200, Map 04S 40E 18BD, Union. Also known as 1598 N. Cove Highway.
The hearing will be held in the Leonard Almquest Council Chambers, Union City Hall, S. Main Street, Union, at or shortly after 7:00 p.m..
A copy of the application and all documents and evidence submitted to the City are available for inspection at no cost at the Union City Hall during normal business hours (Monday – Thursday 10 am – 5:30 pm). Copies will be provided upon request, at reasonable cost, and mailed if requested. A copy of the staff report on this application will be available for inspection at no cost no less than seven (7) days prior to the public hearing during regular business hours or copies will be provided upon request at reasonable cost.
Testimony may be presented orally at the hearing or by written statement presented at or before the hearing. Testimony and evidence must be directed toward the applicable criteria or to other criteria in the Zoning Ordinance or Land Use Plan that are believed to apply. Failure to raise any issue with sufficient specificity to afford the City Council and other parties an opportunity to respond to the issue will preclude appeal based on that issue.

TRUSTEE'S NOTICE OF SALE Reference is made to that certain trust deed made by William Wayne Gaertner, a single person, as grantor, to Fidelity National Title Company, as trustee, in favor of Wells Fargo Home Mortgage Inc. nka Wells Fargo Bank, N.A., as beneficiary, dated 08/12/03, recorded 09/02/03, in the mortgage records of Union County, Oregon, as 20035879, covering the following described real property situated in said county and state, to wit: LOT NUMBERED THREE (3) IN BLOCK B OF CATHERINE CREEK II ADDITION TO THE CITY OF UNION, UNION COUNTY, OREGON. Impounding of Personal Property

1.  Notice is hereby given as provided by 36 CFR 262.12 that the personal property described in paragraph 2 below is now in violation of law or regulation on the:    Wallowa-Whitman National Forest, La Grande Ranger District     at the junction of Forest Service Road 5100 and 5115 and shall be impounded by direction of the USDA Forest Service on or after March 28th, 2009 if the same is not previously removed permanently from the area.

2.  The property consists of:

3.  After the impoundment, the owner may regain possession by contacting the Law Enforcement Officer at 541 523 1982 and paying the costs of advertising, removing, and storing the property.  If the property is not redeemed prior to June 28th, 2008, it may be offered for sale at public auction after that date.  Property not sold at public sale may be sold at private sale or otherwise disposed of as provided by Secretary of Agriculture Regulation 36 CFR 262.12.
