Notice of the Availability of an Environmental Assessment
The USDA, Rural Development has received an application for financial assistance from the City of Cove, Oregon. As required by the National Environmental Policy Act, Rural Development has approved an Environmental Assessment prepared by Anderson Perry & Associates, Inc. that evaluated the potential environmental effects and consequences of the proposed project. This notice announces the availability of the Environmental Assessment for public review and comment.
The proposed wastewater system improvement project consisting of an effluent pipeline, irrigation storage ponds, and irrigation pipeline is west and northwest of the City of Cove in Union County, Oregon. The project is located in Township 3 South, Range 40 East, Sections 7, 17, and 18, Willamette Meridian. The project is designed to meet current and future wastewater needs and bring the City into compliance with Oregon Department of Environmental Quality regulations. Environmental impacts resulting from this project include farmland conversion of less than 30 acres, resulting in a farm impact rating of 110 (not requiring mitigation) and permanent fill of 0.21 acre of manmade wetlands that will be mitigated. The alternatives considered to the proposed project include:
The project will include wetland area fill of 0.21 acre resulting from construction of the irrigation storage ponds. Four hundred eighty-seven (487) feet of the ditch will be rerouted approximately 100 feet from the original location, in upland soils, and will improve the wetland conditions by creating an additional 0.206 acre of wetland ditch for a total of 0.416 acre of mitigated wetland.

TRUSTEE’S NOTICE OF SALE
A default has occurred under the terms of a trust deed made by Frederick A. Burtch and Sharyle J. Burtch, husband and wife, as grantor to Abstract & Title Co., as Trustee, in favor of American General Financial Services (DE), Inc., as Beneficiary, dated September 14, 2006, recorded September 15, 2006, in the mortgage records of Union County, Oregon, as Doc#. 20064854, beneficial interest now held by Springleaf Financial Services, Inc., formerly known as American General Financial Services, Inc., d/b/a American General Financial Services (DE), Inc. as covering the following described real property: See complete Legal Description attached hereto as Exhibit “A”. COMMONLY KNOWN AS: 73404 Gordon Creek Road, Elgin, OR 97827. Both the beneficiary and the trustee have elected to sell the said real property to satisfy the obligations secured by said trust deed and a notice of default has been recorded pursuant to Oregon Revised Statutes 86.735(3); the default for which the foreclosure is made is grantor’s failure to pay when due the following sums: Monthly payments in the sum of $817.72, from January 4, 2011, together with all costs, disbursements, and/or fees incurred or paid by the beneficiary and/or trustee, their employees, agents or assigns. In construing this notice, the masculine gender includes the feminine and the neuter, the singular includes the plural, the word “grantor” includes any successor in interest to the grantor as well as any other person owing an obligation, the performance of which is secured by said trust deed, and the words “trustee” and “beneficiary” include their respective successors in interest, if any. Also, please be advised that pursuant to the terms stated on the Deed of Trust and Note, the beneficiary is allowed to conduct property inspections while property is in default. This shall serve as notice that the beneficiary shall be conducting property inspections on the said referenced property.
