Opposes recall effort

To the Editor:

There have been several letters to the editor regarding the recall of Elgin Mayor John Stover. I do not support this recall effort. It purports to correct a problem that has no solution.

Our elder statesman, Bob Wiles Sr., put it plainly when he said it is time to stop picking the scab off and let the wounds heal.

The recall petition presents as fact things that did not happen. The supposed citation of the city by Open Oregon for violations of the open meeting laws never happened. Open Oregon does not issue citations to anyone or any agency for any reason.

The petition presents as fact that it was illegal to bill the chief petitioner for preparing public records. She was billed for the documents prepared by the city as directed by the Union County District Attorney’s office.

The petition states that the mayor failed to act on a petition that asked for the resignation of the chief of police.  Only the entire council can act to discipline an employee, and can only terminate an employee after a due process hearing for “cause.”

The mayor does not have the authority to act without the council’s majority vote.

The council did not have “cause” to act to terminate the chief or to ask for his resignation.

There is nothing referred to in the recall petition’s statement that reflects negatively on the mayor.

The recall does not correct any problems or redress any wrongs. It is based on erroneous statements and personal opinions. It serves no community interest and does nothing to heal a tragic incident. Vote NO recall.
