Public notices for the day of August 3, 2011 Union County and Forest Capital Partners will be executing the harvest plan on the Mt. Emily Recreation Area (MERA) for the 2011 logging season starting on or about August 1st. Logging traffic will use Owsley Canyon Road. Areas of  harvest will include property to the North and East of the Trails Unit. Public  safety is the utmost priority during these harvesting operations. Union County will be closing portions of MERA to public access during the active logging operations. This will include but not be limited to portions of trail #9 and Mt. Emily Road. Areas will be re-opened as soon as possible following completion of harvest. We apologize for this closure, but Union County and Forest Capital Partners feel it is the best way to insure public safety. We anticipate that all 2011 harvesting operation will be finished by October of this year.

Multimodal Transportation Hub

Wallowa Union Railroad Authority (WURA) will receive sealed Request for Proposals (RFPs) for the new Multimodal Transportation Hub, to be constructed in Elgin, Oregon.
Proposals will be received until 1:30 p.m. and opened at 1:35 p.m. (PST) on August 24, 2011, at the Union County Conference Room, 1106 K Avenue, La Grande, Oregon, 97850. Proposals received after the stated time will not be accepted. The Proposals will be publicly opened by Mark Davidson, Union County Commissioner, who is also the contact person from the WURA for this proposal. Proposals will be evaluated by jury, and official bid results will be made public on August 26, 2011. The Owner reserves the right to reject any or all proposals or to waive informalities in the proposals. No proposals shall be withdrawn for a period of 60 days subsequent to opening of proposals without the written consent of the Owner.
General Contractors (Contractors) are required to attend a mandatory pre-proposal conference, at which time they will have an opportunity to ask questions regarding this project. The pre-proposal conference will be held at the project site in Elgin, Oregon on Depot Street, between Detroit & Baltimore Streets, at 1:20 p.m. August 10, 2011. Statements made by the Owner representatives at the conference are not binding upon the Owner unless confirmed by written addendum.
The work involves design-build architectural, engineering and construction services for two new buildings and site development of approximately 1.5 acres for the Wallowa Union Railroad Authority (WURA), to be located in Elgin, Oregon. Both buildings are single story, wood frame structures with pre-engineered wood trusses. The depot building is approximately 3,400 square feet and houses a meeting/waiting rooms and office area. The second building is a bus garage, approximately 1,000 square feet.
Site development includes preparation for a new rail siding at the same elevation as the existing rail line; paved parking, walkways, stairs from street and parking lots to the new depot; paved drive into the new bus garage building. NOTE: The rail siding switchgear, rail, and ballast will be by the Owner, but grading, compaction, and preparation for the siding are part of this proposal.
Design efforts include preparation of construction drawings and specifications based on the preliminary design provided in the RFP document. Construction documents shall be prepared by Meier Architecture and Engineering, and shall include architectural, structural, civil, mechanical, and electrical engineering. Construction efforts include, but are not limited to: site work, construction of new buildings, including finishing of all interior spaces, mechanical, and electrical services, lighting for interior and exterior.
The Owner hereby notifies all respondents that it will affirmatively ensure that any contract entered into pursuant to  this invitation, minority business enterprises will be afforded full opportunities to submit proposals, and will not be discriminated against on the grounds of race, color, sex, handicap, or national origin in consideration for an award.
Complete RFP documents will be available for purchase at the office of Meier Architecture and Engineering, 8697 Gage Blvd., Kennewick, WA 99336 (509) 735-1589, for two $50 checks at a total of $100 per RFP ($50 will be refunded upon return of the documents postmarked within 14 calendar days of the bid results being made known).
Each proposal shall be accompanied by a certified check, cashier’s check, bank draft, or money order payable to Owner or a bid bond with a corporate surety licensed to do business in the State of Oregon, in an amount not less than five (5) percent of the amount of the bid.
