Wallowa Union Railroad Authority
REQUEST FOR PROPOSALS # 2011-01
CLOSING DATE: September 6, 2011
CLOSING TIME: 3:00 P.M. (local time)

TO PROVIDE: Operation, Maintenance, Sales & Marketing of all Freight & Passenger Rail Services, including Maintenance of Way, on the Wallowa Union Railroad from Elgin to Joseph, OR, 63 miles.
Proposals will be received until, but not after, 3:00 p.m. (local time), September 6, 2011 at the Union County Board of Commissioners office, 1106 K Ave. La Grande, OR 97850. Proposer shall submit one (1) original and eight (8) copies of the proposal in a sealed envelope entitled “Wallowa Union Railroad Operations, RFP # 2011-01.”
 Proposers mailing proposals should allow normal mail delivery time to ensure timely receipt of their proposal.  Any proposal received after the scheduled closing time for receipt of proposals will not be considered and will be returned to the Proposer unopened.  Proposals that are delivered to an office other than the office identified above will not be accepted.  It is the sole responsibility of the party submitting the RFP response to ensure that the proposal is received at the designated location on or before the deadline.
 The Request for Proposal document is available from the office of Union County, 1106 K Ave. La Grande, OR 97850, weekdays between the hours of 8:00 a.m. and 4:00 p.m., telephone (541) 963-1001.
Any objections to or comments on the RFP must be submitted in writing to the office of Union County, 1106 K Ave. La Grande, OR 97850  and be received no later than August 19, 2011 at 4:00 p.m. (local time).
The WURR track, right-of-way, equipment and other facilities will be available for inspection by appointment for prospective Proposers.
 Proposals received will be held confidential until award or recommendation for award has been approved.  Thereafter, all proposals will be available for public inspection at the office of Union County at the above address unless specifically requested to be kept confidential. (Names of firms and total cost figures may not be held confidential.)
The Authority will be the sole judge in determining award of the contracts and reserves the right to cancel the procurement and/or reject any or all proposals at any time, if doing so would be in the public interest, as determined by the Wallowa Union Railroad Authority.

Implementation of any unlawful employment practices by the Proposer shall constitute grounds for immediate termination of this contract without recourse to the contractor.

NOTICE OF PUBLIC HEARING

ZONE DESIGNATION CHANGE
FIRST READING OF ORDINANCE BY TITLE ONLY

Notice is hereby given that the La Grande City Council will conduct a Public Hearing, Wednesday, September 7, 2011, at 6:00 p.m. in the City Hall Council Chambers at 1000 Adams Avenue, La Grande, Oregon, to consider a Zone Designation Change from Interstate Commercial to General Commercial at T3S, R38E, Section 4BD, Tax Lots 1300, 1501, 1502, 2700, 2800, 2900, and a portion of Tax Lot 1400, La Grande, Union County, Oregon. The proposed ordinance will be read for the first time by title only. The Public Hearing is scheduled be continued to the October, 2011, City Council meeting which will be held in the same time and location as noted above. The application was filed by Patty Glaze for Eastern Oregon Land Development, LLC, on June 16, 2011.
Pursuant to Section 34(33), of the City of La Grande Charter, the following entitled Ordinance will be read for the first time by title only at the above-mentioned City Council meeting:
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA GRANDE, OREGON, REZONING PROPERTY FROM INTERCHANGE COMMERCIAL (IC) TO GENERAL COMMERCIAL (GC) ON THE ZONING MAP
The applicable land use regulations are found in Chapter 8, Articles 8.6 and 8.7 of the City of La Grande Land Development Code Ordinance Number 3081, Series 2009. Failure to raise a specific issue at the Public Hearing precludes appeal to the Oregon Land Use Board of Appeals. A copy of the application and all information related to the proposal are available for review at no cost, with copies supplied at a reasonable cost. A Staff Report will be available for review seven (7) days before the Hearing at no cost, with copies supplied at a reasonable cost. The City of La Grande, Oregon, invites bids for 2nd Street Reconstruction - 2011.  The work consists of reconstructing approximately 1-1/2 blocks of 2nd Street and 1 block of Penn Avenue in La Grande, Oregon.  The work consists of approximately 950 feet of storm drain lines, earthwork, providing and placing approximately 1,250 cubic yards of aggregate base rock and base rock, approximately 660 tons of hot-mix asphalt concrete pavement, approximately 810 lineal feet of sidewalk, approximately 1,450 lineal feet of concrete curb and gutter, approximately 6,870 square feet of SEW retaining walls, and other related work.
Sealed bids for the described project will be received by Robert Strope, City Manager, or his authorized representative, of the City of La Grande at the City Manager’s Office, City Hall, 2nd Floor, 1000 Adams Avenue/P.O. Box 670, La Grande, Oregon 97850, until 2:00 p.m., local time, September 8, 2011.  Bids will be publicly opened and read aloud at the same location, time, and date that bids are due.  The time for substantial completion shall be sixty (60) calendar days for 2011 work and sixty (60) calendar days for 2012 work.
The Contract is subject to the applicable provisions of ORS 279C.800 through ORS 279C.870, the Oregon Prevailing Wage Law.

Box 1107, La Grande, Oregon 97850, upon non-refundable payment of $100.00 per paper set.  Alternatively, the Contractor may request a paper copy of the Bidder’s Packet and a CD containing a printable pdf version of the Contract Documents and Drawings for $25.00.  Only a Bidder’s Packet obtained from the Engineer shall be used for bidding purposes.  The Contractor shall provide his/her mailing address, telephone and fax numbers, and e-mail address when Contract Documents are requested.  The Contractor shall also identify him/herself as a prime contractor, subcontractor, supplier, etc., as applicable.  The Contract Documents will be available after August 15, 2011.
A pre-bid conference will be held at 10 a.m. local time on September 1, 2011.  The pre-bid conference will be held at the Anderson-Perry & Associates, Inc., Conference Center, 409 Fir Street, La Grande, Oregon.  Representatives of the Owner and Engineer will be present to discuss the project.  Bidders are encouraged to attend and participate in the conference.
