For Grant Administration Services

This is a Request for Qualifications (RFQ) for selecting a qualified Grant Administrator to provide professional services to the City of North Powder for assistance in the administration of a Community Development Block Grant. This grant is to fund improvements to the North Powder water system.
Work under this contract will be funded in its entirety with federal grant funds from the Oregon Community Development Block Grant program administered by the Oregon Business Development Department. The City of North Powder requests that interested Grant Administrators submit a Statement of Qualifications (SOQ) directly to the City of North Powder The Statement of Qualifications shall include the following:

• Previous grant administration experience on CDBG projects within the state of Oregon including past performance history adhering to CDBG Grant Management Handbook guidelines.
• Method of approach proposed to be used on the project by the Grant Administrator
• Availability and experience of proposed staff and their projected assigned tasks
• A list of references including addresses and telephone numbers of the contact person
• Must carry one million dollars in liability insurance coverage

Six (6) copies of the SOQ shall be submitted to the City of North Powder, 635 3rd Street, P.O. Box 309, North Powder, OR 97867.  The SOQ’s are to be postmarked by 5:00 p.m. Friday, October 21, 2011, to be eligible for consideration. The City of North Powder will review all SOQ’s and reserves the right to reject any or all SOQ’s. Final selection will be based on the administrator’s qualifications, experience, proposed personnel, method of approach and demonstrated past performance on similar projects.
