Why is 20 percent OK?

To the Editor:

In the Jan. 6 guest editorial, “Don’t ban gill nets on the Columbia River,” the author states, “Oregon does a good job of holding accidental deaths to a minimum, well below 20 percent.”

Without taking a position on the issue of gill netting, I believe the statement begs the question of whether 20 percent is a reasonable minimum. Why is a 20 percent accidental death rate — 1 out of 5 — not considered high? Is a 20 percent failure rate in our schools acceptable? Is a 20

percent unemployment rate acceptable?

Why, then, in gill netting, is a 20 percent accidental death rate considered acceptable?
