City council plans work session on parks & rec district

A proposed parks and recreation taxing district is the subject of a La Grande City Council work session scheduled Monday.

Following up on a recommendation from its Long Term Budget Solutions Advisory Committee, the council may try to establish a district to help solve some of its financial problems. District structure, projected cost to taxpayers and many other issues still need to be worked out. 

If the council decides to proceed, a measure would be referred to voters. Monday’s meeting is a continuation of talks on the proposal. 

Following some opening comments by Mayor Daniel Pokorney, City Manager Robert Strope and Parks Department Director will give a brief background review. After that, Todd Chase, a senior project manager for the FCS Group, will talk about services his consulting company offers. Chase will also address funding challenges, funding options and possible next steps.

The purpose of a work session is to provide the council with an opportunity to informally discuss topics of concern and exchange ideas with staff, not to make decisions or direct staff toward a specific action or conclusion.

In order to make efficient use of time, public comments or questions generally are not entertained during a work session. Members of the public are routinely provided with an opportunity to address the mayor and council during the public comments portion of each regular session agenda.

Monday’s work session is scheduled for 6 p.m. in council chambers at City Hall.
