Police say Washington man not wearing life vest 

Search and rescue crews recovered the body of a missing Walla Walla, Wash., man at Jubilee Lake around 7:30 a.m. Tuesday.

Union County Sheriff’s Office Sgt. Dave Nafziger said divers from Baker and Klamath counties’ search and rescue teams found 51-year-old Jeffrey Anspach by using special sonar equipment on the Klamath County crew’s boat.

Nafziger said Anspach did not appear to be wearing a life vest at the time of the incident.

Anspach was canoeing with a female family friend Sunday when the canoe capsized around 1:20 p.m. The friend was not injured, but Anspach did not resurface.

Search and rescue teams from Union and Baker counties were sent to Jubilee Lake, which is about 19 miles north of Elgin. 

A search and rescue crew from Klamath County traveled Monday to the lake to assist because of the special side-scan sonar system they have.

“It’s a small device that lowers and raises and is shaped like a submarine,” UCSO Sgt. Bill Miller said.

Nafziger said the device was instrumental in finding the man.

Baker County Sheriff Mitch Southwick said his search and rescue dive team was called out to Jubilee Lake while in the middle of some training at Phillips Reservoir. Union County does not have a dive team.

Southwick said the crews likely took until Tuesday to find Anspach because he was found about 100 yards from the canoeing accident.

“Divers were searching the location where he was last seen,” Southwick said.

Southwick said Anspach was found in an area of the lake that is about 23 feet deep.

Jubilee Lake’s day-use area, trail and lake access were closed during the search. Joani Bosworth, Umatilla National Forest public affairs officer, said Wednesday that rangers have reopened those areas.

Anspach was transported from the lake by Loveland Funeral Chapel. Loveland Director Scott Franks said Anspach would be transferred back to Walla Walla for his final disposition.
