Special session called to address council vacancy, citizen complaint form

ELGIN — The Elgin City Council heard from three women interested in filling a council vacancy Tuesday night.

Wanting more time to consider the candidates, the city council decided to table the matter until a Monday special session.

Sue Moore, who served previously on the council, told councilors she would utilize her prior knowledge and interactions with citizens to help make decisions.

“I continue to get a lot of input from citizens,” she said.

Moore said she has more than seven years of public accounting experience.

Theresa Schaffer also answered questions from the council. Schaffer, who has lived in Elgin her whole life, said the city is important to her.

“I want to see the city grow and prosper in a healthy way,” she said.

She said she would work to correct issues that have built up over time, like the council not properly increasing water rates for years.

Michelle Miles also expressed interest in the council vacancy. She said she has lived in Elgin for 4-1/2 years but started regularly attending meetings before that. She said she has the time to do research on issues and said addressing the ordinance issues is one thing she would want to do. Miles served on the budget committee this year.

“I would like to help move things forward,” Miles said.

The council also decided to table action regarding the citizen complaint form. Some councilors and citizens had expressed concern over the form, which was primarily adopted from another city. 

At an Aug. 19 work session, the council dropped a paragraph that said the council “shall not be required to investigate or respond to complaints of a derogatory, offensive, or frivolous nature. The final decision of whether a complaint shall be investigated shall rest with the Mayor.” Language was also added that citizens may email complaints. 

The council plans to re-visit the complaint form, the council vacancy, a new animal enforcement proposal and discussion of committee assignments in a special session at 3 p.m. Monday.
