Elgin administrator resigns, council seat filled

ELGIN – Elgin City Recorder/Administrator Terrie Richards resigned Monday.

In a letter read aloud by Mayor Brent Linville at the end of a council special session, Richards wrote that Monday is her last day.

"I apologize for the short notice," the letter says. "However, my resignation is due to a critical health issue in my family."

Richards, who was not in attendance at the meeting, said in the letter that she has grown to love Elgin and its people, and is grateful for her experiences.

The Elgin City Council also appointed Michelle Miles to fill a vacancy on the council. She was sworn in immediately.

Miles, who answered questions from councilors at last week's regular session, served on the city's budget committee this year. She will join Councilor Chris Boylen on the Administration Committee.
